Job Description
Key Duties & Responsibilities
- Ensure the University’s financial health and quality control by overseeing all financial planning and analysis activities across all sections in the Finance Department.
- Develop the fiscal year-end close, and prepare the annual financial statements and Value Added Tax (VAT) returns.
- Assist in the process of developing the Fiscal management policies and procedures as well as ensure its compliance with International Financial Reporting Standards (IFRS) and finance industry best practices.
- Run an internal control process of reconciling trial balance accounts with the general ledger on a monthly basis, to ensure the reliability of reported data, as well as report transactions in accordance with UOS regulations.
- Manage the reconciled fixed asset register process and ensure that fixed assets depreciation runs on a regular base, in order to prevent them from being over-assessed.
- Review payroll for accuracy and ensure proper withholdings on a monthly basis.
- Assist in developing and maintaining robust internal controls within the department to reduce high-risk audit observations.
- Provide consultative assistance to all entities in the University in the interpretation of financial and budget information to ensure compliance with the Finance policies and procedures.
- Promote and foster positive relationships with all external and internal constituencies served by the University (e.g. auditors, government agencies, deans, directors), as well as ensure their financial requirements are met.
- Prepare various routine, ad hoc financial reports, analyses, and statistics related to the Finance activities for the top management when requested. As well as recommend financial reporting, which meets regulatory and university needs.
REQUIRED SKILLS:
- Excellent oral and written communication skills and the ability to prepare professional documents, in both Arabic and English.
- Strong experience with ERP Financial systems or comparable financial database systems.
- Strong knowledge of non-profit accounting principles and processes.
- Strong experience with complex computer-based financial management systems.
- Strong analytical, critical thinking, problem recognition, and resolution skills.
- Ability to interpret and appropriately apply accounting principles and regulations.
- Ability to develop and administer fiscal plans, financial systems, policies, and procedures.
- Ability and experience in generating timely and accurate financial information and reports.
- Ability and experience in developing, implementing, and maintaining internal controls to effectively safeguard and manage financial resources.
- Ability to communicate financial information to all levels of staff and the public effectively.
- Ability to develop collaborative and strong working relationships with internal and external constituencies as a service-oriented professional.
- Self-motivated, able to work effectively under minimal supervision when given clear and concise instruction and brief.
Qualifications
- Minimum bachelor’s degree in Accounting or a relevant discipline.
- 6-8 years of UAE experience in a similar role preferably in higher education institutions.
- Membership in a recognized professional accounting body (e.g. Chartered Accountant CA or Certified Public Accountant CPA)
