City differences within Saudi Arabia

Riyadh is the commercial hub and pays the most across nearly every profession. Most multinational regional headquarters are here. Government ministries and the major development authorities are here. If you have options, Riyadh typically offers the best packages.

Jeddah pays roughly 5 to 15 percent less than Riyadh for comparable roles. It is the main business hub on the western side of the country. Cost of living is slightly lower too, so the gap in purchasing power is smaller than the salary gap suggests.

Dammam and the Eastern Province is historically tied to oil and gas. If you are in petroleum engineering, process engineering, or related fields, this region pays well above national averages. For other professions, Dammam typically sits between Jeddah and Riyadh.

Housing allowance in Saudi Arabia

Saudi employers commonly structure housing allowance as 25 percent of basic salary paid monthly. Many companies, especially in oil and gas and healthcare, provide company accommodation instead. This is usually a good deal: you avoid the cost and hassle of finding housing, and the accommodation quality is often reasonable.

If you are offered company housing and prefer to live independently, you can sometimes negotiate a cash housing allowance instead, though not all employers will agree.

Saudization to keep in mind

Saudi Arabia has nationalization quotas called Saudization (Nitaqat). Many private-sector companies must meet a percentage of Saudi nationals on their payroll. For expat professionals, this means some roles are restricted to Saudi citizens.
